# What is Cold outreach?

Cold outreach is contacting prospects you have not been in touch with before, through personalized email and usually phone and LinkedIn steps as well, in order to start a sales conversation. In B2B it targets people selected by the ideal customer profile, with short, personal, value-focused messages.

## In short

Cold outreach works as a system of list, message, infrastructure and measurement. It starts with a narrow list of verified contacts who fit the ICP; deliverability is protected with a separate sending domain, SPF, DKIM, DMARC and gradually increasing volume. Success is judged by replies, positive replies and meetings booked, not opens. In Turkey, commercial electronic messages fall under Law No. 6563 and İYS rules, while recipients in Europe bring the GDPR into play, so legal advice should come first.

## Key points

- Cold outreach contacts prospects you have not spoken to before to start a sales conversation.
- The list should contain verified contacts who fit the ideal customer profile.
- A separate sending domain plus SPF, DKIM and DMARC protects deliverability.
- Success is measured by replies and meetings, not open rates.
- Turkish Law No. 6563 and İYS rules apply in Turkey, and the GDPR in Europe.

## A good cold email campaign

- **Target:** a narrow list of verified contacts who fit the ICP.
- **Message:** short, specific to the person's problem and company, with a single ask.
- **Infrastructure:** a separate sending domain, SPF, DKIM, DMARC, gradually increasing volume.
- **Measurement:** replies rather than opens, plus positive reply and meeting rates.

## Legal framework

In Turkey, sending commercial electronic messages is governed by Law No. 6563 (the e-commerce law) and its regulation; the rules and İYS (Turkey's message management system) obligations differ depending on whether the recipient is a business or a consumer. For recipients in Europe, the GDPR must be considered. Get legal advice before the campaign.

## Why it matters

Done right, it is the most direct way to start sales conversations in B2B markets where search demand is low but deal value is high. Related service: [Apollo.io consulting](https://www.roicool.com/en/services/apollo-consulting).
