# What Are Meta Ads? A Practical Guide to Advertising Across Facebook and Instagram

Meta Ads is the advertising system of Meta, covering Facebook, Instagram, Messenger and the Audience Network. Its defining strength is targeting: campaigns can be aimed at audiences defined by demographics, interests, behaviour and location, which lets advertisers reach narrow segments across several platforms from one place.

## In short

Meta Ads runs through Ads Manager, where one campaign can deliver across all of Meta's apps. Each campaign has three layers: the campaign sets the objective, the ad set defines audience, budget and placements, and the ad holds the creative. Automation options such as Advantage+ hand targeting and placement choices to the algorithm. Results are measured with the Meta pixel and Conversions API. A clothing brand, for example, can show dynamic product ads on Instagram to visitors who abandoned their cart.

## Key points

- Meta Ads spans Facebook, Instagram, Messenger and the Audience Network from a single campaign structure.
- Its core advantage is granular audience definition — demographics, interests, behaviour and geography.
- One campaign can run across several placements, so creative has to work in more than one format.
- Objectives shape delivery: the platform optimises toward the outcome you select, not toward generic exposure.
- Custom and lookalike audiences let you build on people who already know your brand.
- Measurement depends on correctly installed tracking; without it, reported results and real results drift apart.

Meta Ads is the advertising system operated by Meta, covering Facebook, Instagram, Messenger and the Audience Network. It is the single place where a campaign is defined, an audience is described, a budget is set and creative is delivered across all of those surfaces. For most businesses it is the main alternative to search advertising: instead of reaching people who are already looking for you, it reaches people who match a description of your customer.

That difference in mechanism is the thing to understand first. On [search engine advertising](https://www.roicool.com/en/glossary/sea) the user states an intent by typing a query. On Meta, no intent has been stated — the system infers who is likely to care, and your creative has to earn the attention it interrupts. Everything below follows from that.

## How a Meta Ads campaign is structured

Meta Ads Manager organises work into three levels: one campaign contains one or more ad sets, and each ad set contains one or more ads. 1 The separation is not bureaucratic — each level owns different decisions:

- Campaign — the objective. What outcome should delivery optimise toward? Everything below inherits this.
- Ad set — the audience, the budget, the schedule and the placements. This is the level where testing happens: two ad sets under one campaign let you compare audiences while holding the objective constant. 1
- Ad — the creative itself: the image or video, the copy, the destination and the [call to action](https://www.roicool.com/en/glossary/cta) .

A common and expensive mistake is to build one ad set that tries to reach everybody. The structure exists so that you can separate audiences and read the results separately. If two very different groups sit in the same ad set, you learn nothing about either.

## Targeting: what Meta actually lets you describe

Audience definition is the platform's defining capability. In practice you are combining four kinds of signal:

- Demographics — age, gender, education, relationship status, job title.
- Interests — topics and pages a person engages with.
- Behaviours — purchase activity, device use, travel patterns.
- Location — country, city, postal code, or a radius around a point.

Beyond these, Custom Audiences let you upload your own customer list or target people who already interacted with your business, and Lookalike Audiences let Meta find people who resemble that list. In our experience these two consistently outperform interest targeting for businesses that already have customers — you are describing real buyers rather than guessing at a proxy for them.

One caution that matters more every year: narrower is not automatically better. An audience defined so tightly that delivery cannot find enough people will either spend poorly or not spend at all. Start broader than feels comfortable, then narrow on evidence rather than on instinct.

## Ad formats and where they belong

- Image ads — one still image. Fast to produce, and still the format to beat for a simple, single message.
- Video ads — the format for demonstration and story. Assume sound-off viewing and design captions accordingly.
- Carousel ads — several scrollable cards. Useful for multiple products, or for one story told in sequence.
- Stories and Reels — full-screen, vertical, fast. Creative built for the feed rarely survives here without being rebuilt.
- Collection ads — a catalogue-driven format for e-commerce.
- Lead ads — a form that opens inside Facebook or Instagram, so the user never leaves the app. These lower friction dramatically, which is exactly why the [leads](https://www.roicool.com/en/glossary/lead) they produce need qualifying before sales acts on them.

Instagram placements deserve separate creative rather than a resized copy of the Facebook asset. 2 The context, the aspect ratio and the reading behaviour are all different.

## Budget, measurement and what to actually watch

Budgets can be set daily or as a lifetime total, at either the campaign or the ad set level. The reporting is detailed, which creates its own trap: it is easy to optimise toward whichever number is moving rather than the one that matters.

Tie reporting back to the business outcome. Reach and [impressions](https://www.roicool.com/en/blog/what-does-impression-mean) describe exposure, not results. Cost per result and [return on investment](https://www.roicool.com/en/glossary/roi) describe whether the spend was worth making. If the two disagree, trust the second.

Measurement depends entirely on tracking being installed correctly. When conversion tracking is broken or partial, the platform optimises toward a distorted picture of success and the reported numbers drift away from what actually happened in the business.Verify tracking before you scale spend, not after.

## A worked example

A clothing brand wants to sell a new season line in İstanbul and İzmir. The campaign objective is sales. One ad set targets people aged 18-35 with fashion interests in those two cities; a second ad set targets a Custom Audience built from past purchasers. Both run carousel creative showing several pieces, with a "Shop Now" button pointing at a dedicated [landing page](https://www.roicool.com/en/glossary/landing-page) rather than the homepage.

After two weeks the interest-based ad set has a lower cost per click but a much higher cost per purchase; the past-purchaser ad set is the opposite. Because the two audiences were separated at the ad set level, that comparison is readable at all — and the budget decision writes itself.
