What is financial services marketing?
Financial services marketing is the work of helping banks, fintechs, payment, investment and insurance companies win customers through search, social media, content and email. What sets it apart from other sectors is that every campaign has to comply with the regulation tied to the product's licence and with the financial services policies of platforms such as Google and Meta.

Challenges
3 things that make customer acquisition hard for financial brands
Google requires advertisers who want to show financial services ads in Türkiye to be verified. The advertiser has to show that it is licensed by an authorised financial regulator, or that it is exempt. The requirement has applied since 1 November 2023. Search, display and YouTube campaigns don't go live until verification is complete. A launch planned without knowing this can slip by weeks. Details below, under "Regulations and ad platform rules".
In Google's quality assessment, finance counts among the topics that affect a user's money and future. On these pages, named authors and reviewers, sourced information, clear company and licence details and up-to-date product pages make the difference. The same signals also shape which sources AI assistants quote.
Ad pixels and conversion APIs send user data to Google's and Meta's servers. KVKK sets separate conditions for transferring personal data abroad. The 2024 amendment introduced standard contracts and made it mandatory to notify the Authority within five working days of signing. So in a financial brand, which data goes to which platform is not a decision for the marketing team alone. It is made with the legal and compliance team, and checked server-side where possible.

Channel plan
A channel plan for fintech and financial services
Each channel does a different job for a financial brand. The table ties each channel to a product type and a way of measuring it. Every item in the platform limits column appears with its source in the "Regulations and ad platform rules" section.
| Channel | What it does | Best for | Platform limits | How it's measured |
|---|---|---|---|---|
| Google Search | Catches people searching for the product ("personal loan", "virtual POS", "open an investment account"). | Loans, cards, deposits, payments, insurance | Financial services verification in Türkiye. Fee and address disclosures. Term and cost details for personal loans. | Cost per qualified application (with offline conversions) |
| Meta (Facebook, Instagram) | Creates demand, collects app installs and pre-applications. | Digital banking, wallets, insurance | Credit card, loan and insurance ads target ages 18 and over only. The ad cannot ask directly for personal data. | Activation rate, applications matched via the Conversions API |
| Reaches decision-makers for B2B finance solutions. | POS, payment infrastructure, corporate banking, factoring | Financial services policy | Sales-qualified opportunities (SQL) and the CRM pipeline | |
| SEO and content | Builds trust on comparison and "how to" queries. | All | None. YMYL quality expectations apply. | Organic applications, branded search |
| YouTube | Explains the product, builds trust and awareness. | Investment, digital banking | Google's verification requirement covers every ad format. | Lift in branded search, view-through conversions |
| Programmatic / display | Provides remarketing and reach. | Card and deposit campaigns | The same verification on Google's network. Other DSPs. | Incrementality (lift) test |
| CRM and email / SMS | Gets applications completed, cross-sells. | All | Commercial message consent and İYS | Application completion, activation, cross-sell |
| AI answers (GEO) | Makes sure assistants describe the product correctly. | All | None | Rate of accurate representation in AI answers |
A reference point for cost. In LocaliQ's 2026 search advertising benchmarks, the "Finance & Insurance" category looks like this: an average cost per click of $3.39, a click-through rate of 9.83%, a conversion rate of 2.64% and a cost per lead of $74.44. The all-industry average is a $5.42 CPC and a $66.69 cost per lead. The data comes from US accounts and gives averages, not ranges. Costs in Türkiye can be very different depending on the product, the competition and the verification status. It is here for direction; it is not a budget plan.

Rules
Regulations and ad platform rules
Each rule below was checked against the relevant official page (see the Sources list). This section is not legal advice. You and your legal and compliance team decide which rule applies to your product; we build the campaign within that framework.
| Topic | Rule | Source | Effect on the campaign |
|---|---|---|---|
| Google: financial services verification (Türkiye) | Financial services ads in Türkiye need Google verification. The advertiser shows that it is licensed by an authorised regulator, or exempt. Enforcement began on 1 November 2023. A non-financial advertiser that targets an audience looking for financial services must be verified too. | Google Ads Help: Financial Services Verification – Türkiye | Verification time goes into the launch schedule. The authorised representative (the account manager or the agency) applies. |
| Google: accepted regulators | Google's list for Türkiye includes BDDK, TCMB, SPK, SEDDK, the Revenue Administration, the Ministry of Treasury and Finance, MERSİS, USOM and the Association of Insurance and Reinsurance Brokers. | Google: Relevant Regulators and Enforcement Dates | Company details must match the record in these registers exactly. |
| Google: disclosures | The physical address, all fees and any accreditations claimed must be visible on the landing page without a click. Personal loans need a minimum term of 61 days, the shortest and longest terms, the maximum annual cost and an example of the total cost. | Google Ads: Financial products and services | The landing page template is built to match. |
| Google: prohibited products | Binary options and credit repair cannot be advertised. CFDs and leveraged forex may run only for licensed providers, in eligible countries and with approval. | Same page | If the product is out of scope, no ad is built for it. |
| Google: crypto | Türkiye is not on the list of countries where crypto exchange and wallet ads are allowed. Google doesn't support these ads in markets it hasn't approved. | Google Ads: Cryptocurrencies and related products | A crypto exchange search campaign targeting Türkiye does not look possible today. |
| Meta: financial products | Credit card, loan and insurance ads target ages 18 and over only. The ad cannot ask directly for personal data or for card and account details. Payday loan, binary option, CFD and ICO ads are banned. | Meta Transparency Center: Financial and Insurance Products and Services | Targeting and form design are built accordingly. |
| Meta: special ad category | The "Financial products and services" category is mandatory for US-based advertisers and US audiences. The credit ad rule covers the US, Canada and parts of Europe. The page does not mention Türkiye. | Meta for Developers: Special Ad Category | Not mandatory for a Türkiye audience. Reviewed when you open campaigns to audiences abroad. |
| Commercial advertising (Türkiye) | Ads must be truthful and honest. Interest and profit-share rates are stated accurately. The monthly and annual percentage of the loan's total cost is given clearly in the main claim. Consumers must not be misled about the loan's type, term or security. Footnotes must be legible and kept to a minimum. | Regulation on Commercial Advertising and Unfair Commercial Practices (Official Gazette 10.01.2015, no. 29232), arts. 7, 18, 25 | Rates and costs in ad copy are never left to an asterisked footnote. |
| Crypto asset services | If a platform based abroad promotes and markets itself through people or companies based in Türkiye, its activity counts as directed at Türkiye. Operating without permission is unauthorised crypto asset service provision. | SPK announcement, 02.07.2024 (Law no. 7518) | No campaign is run in Türkiye for an unlicensed crypto platform. |
| Personal data | Outside explicit consent, the grounds for processing are limited. Transfers abroad depend on safeguards such as an adequacy decision or a standard contract, and a standard contract is notified to the Authority within five working days. | KVKK (Law no. 6698), arts. 5 and 9 (2024 amendment) | Pixel and CAPI data go through a transfer assessment. |
| Commercial electronic messages | Consent for SMS, calls and email is held in İYS. Recipients can see and withdraw their consents. | Ministry of Trade İYS announcement | No campaign message goes to anyone whose consent is not in İYS. |
| The advertising rules of banks, payment and e-money, insurance and investment firms | The advertising and promotion provisions in BDDK, TCMB, SEDDK and SPK regulations. | — | Checked with the legal team, product by product. |
Tracking
Privacy-safe tracking: which data goes where?
1 · Consent comes first
The cookie banner and Consent Mode v2 pass the consent the user gave to Google tags. Without consent, the tags send no personal data.
2 · Data is filtered on the server
Server-side GTM receives the browser's event on your own server first. That is where you decide which field goes to Google and which to Meta. Fields such as an account number or income are never sent to a platform.
3 · Quality comes back from the CRM
A "form submitted" signal on its own is misleading. The real signal is an application that is approved and becomes an active customer. The CRM sends that back to Google Ads as an offline conversion and to Meta through the Conversions API. Campaigns then learn from approved applications, not form counts.
Offline conversion · Google Ads offline conversion tracking · What is Meta Conversions API? · CAPI
Application quality score. Each application gets a score in the CRM: product eligibility, whether the documents are complete, whether the KYC step was passed. Applications above the threshold go back to the platform as "qualified" conversions. The product and risk teams set the thresholds.

Digital marketing for financial services FAQ: common questions
Can financial companies run digital ads?
Yes, but both Turkey's sector regulations (the rules of the relevant authority for licensed activities, plus general advertising law) and Google's and Meta's financial services policies apply. Some products may require platform verification and additional disclosures; a legal check before the campaign is essential.
Which channels work best for fintech?
It depends on the product. Meta and YouTube for awareness and app installs, Google Search for high-intent products, LinkedIn and B2B SEO for corporate finance solutions. Setting up measurement that respects consent rules and data privacy comes before choosing channels.
Why is SEO hard for financial websites?
Finance is one of the areas Google classes as "Your Money or Your Life" (YMYL); signals of expertise, experience and trustworthiness carry more weight in quality assessment. That is why named authors, sourced information, transparent company details and up-to-date content matter.
How do AI assistants recommend financial brands?
They look at comparison sites, news, regulatory registers and the brand's own explanatory content. Keeping product information consistent and current across every source also stops wrong interest rate or fee information from spreading.
Can we share customer data with ad platforms?
Financial data is sensitive. Which data can be shared, on what legal basis and in what form (e.g. hashed) should be decided with your legal and compliance team; server-side tracking gives you more control over the data.
